Recommended Traffic Exchanges
I personally have upgraded in all of the exchanges below. For me to upgrade an exchange must provide me with excellent traffic flow and sign ups. That allows me to strongly recommend these as prying dollars out of my pocket can be a tough thing to do :-).

Traffic Pods - A new exchange from Logitech - Extremely good hit delivery

Traffic Syndicate 25 - The more you surf the more you get. This exchange rocks and can deliver huge volumes of traffic.

StartXchange - Another exchange with a different referral route. The more you surf here the more referral credits you get.

Traffic Roundup - A solid constant deliverer of hits.

Hit Safari - Same script as Traffic Roundup and another solid traffic exchange

Vinterchange - Has a neat trivia game that will keep your mind sharp.

I Love Hits - One of the older hit exchanges but renewed with a new script and some neat features.

Click Crazey - Love the antics of Crazy Jon and their B4 promotions allow you to get lots of extra views.

Advertising Know How - They asked surfers what they wanted and then built it. Also, has an excellent list builder program.

Pro Traffic Exchanges

These traffic exchanges have a one time fee to join. They do however pay a 50% commission on each referral you make so can become an additional stream of income.

Pro Traffic Stop - This exchange was brought out by Dan Moses and Jon Olson. They have over 10 years of traffic exchange experience between them and have created a very well run exchange.

Gone Clickin - This is one of the best of the new breed of pro traffic exchanges. The hit flow is excellent.

Powasurf - Great traffic flow.
